We understand how important a pleasant living environment is. That’s why, as an employment agency, we work closely with local residents and stakeholders to contribute to a well-integrated and welcoming housing environment.

Participation in housing for workers from other European countries

Werckpost recognizes that housing has a direct impact on both residents and the surrounding community. Therefore, we follow a structured participation strategy based on the Factor C guideline, developed by the Ministry of Infrastructure and Water Management. This method helps effectively involve citizens and stakeholders in complex projects and ensures broad support within the community.

We are aware that housing locations can sometimes raise concerns among nearby residents. That’s why we incorporate these concerns into zoning plans, management agreements, and neighborhood arrangements. By engaging in early dialogue, we create clear communication and involvement, contributing to sustainable and widely accepted solutions.

Participation levels:

Level 0: Informing

  • Initiatives: Small-scale projects with minimal impact
  • Description: Residents are informed, but do not have input in the decision-making process

Level 1: Consulting

  • Initiatives: Projects with moderate impact
  • Description: Residents can share their opinions, but influence on decisions is limited

Level 2: Advising (Chosen level for Werckpost projects)

  • Initiatives: Projects with significant impact
  • Description: Residents provide advice, which is seriously considered in decision-making

Level 3: Co-producing

  • Initiatives: Large projects requiring an inclusive approach
  • Description: Residents actively participate in the design and have substantial influence

By implementing an advisory role, we ensure that residents are heard and involved, while the project stays within the appropriate frameworks.

Chosen participation level: Advising

In cooperation with the municipality, participation level 2 – Advising – has been selected as the most suitable for housing projects for migrant workers. This level gives residents the opportunity to provide meaningful input within set parameters, while preserving the core aspects of the design and site planning. A structured advisory role maximizes resident involvement and satisfaction, contributing to a smooth and effective participation process.

The participation process: Step by step

To ensure transparency and engagement, Werckpost follows a clear step-by-step plan. This process guarantees that all stakeholders are informed in a timely manner and that there is room for dialogue and feedback, while safeguarding the fundamental elements of the project.

Preparation

A successful participation process begins with thorough preparation. We create a communication plan to ensure stakeholders are informed in a timely and appropriate way. A dedicated project webpage is also launched, where regular updates on the project’s progress are shared. At this stage, we also coordinate with the municipality and other relevant parties to ensure a smooth process aligned with local needs.

Information and Consultation

Residents are informed about the plans and given the opportunity to share their opinions. This is done through an initial information round where residents are introduced to the project and can ask questions. During a neighborhood meeting, we further explain the plans and allow for open dialogue. A community advisory council is established to serve as a contact point for structured feedback. To ensure accessibility, we also organize an open walk-in session so that everyone has the opportunity to participate in the process.

Advice and Development

Based on the collected feedback, we collaborate with the municipality on a management agreement outlining clear responsibilities and commitments. This agreement aims to minimize potential nuisance to the surrounding area and ensures proper management of the housing. Beyond the standard policy rules, the agreement allows space to incorporate input from local residents into the house rules, creating a balanced approach between the interests of residents and the local community.

Feedback and Reporting Back

After collecting feedback and suggestions, we report the results back to the stakeholders. During a second neighborhood meeting, we present the final plans and show how input from residents was taken into account. This also provides an opportunity to ask further questions and address any remaining concerns.

Evaluation and Adjustment

The participation process does not end with the completion of the housing. We remain involved and organize evaluation moments to assess both the project and the participation process. Based on these evaluations, improvements are made where necessary, ensuring the housing continues to meet the needs of both the residents and the community.

By following this structured approach, Werckpost guarantees an open, transparent, and effective participation process in which all stakeholders are heard and work together toward a well-functioning and broadly supported housing solution.
